In my humble unexpert opinion I think it's going to be zinc rot or Machine Doubling or both. But what's happening with the 19/83? Quite a fraction. Is that a scratch between the numbers? It looks raised on my cell phone. Die dent? Or die scratch?

It's rot where the plating split not repunched mint mark as far as I can see
