Certainly looks odd, possibly an error in the mint, because I don't know how that would happen other wise.

with The Duke. Those lines look like they were made by the jaws of a pair of pliers so they may have unsuccessfully tried to remove the cut piece.

Don't know how it was done, but it wasn't done at the mint.
Maybe someone was trying to create an "error" coin.

Welcome to CCF! This is not a Mint error. This is just Post Strike Damage (happened after it left the U.S. Mint). You can see the pushed over and flattened metal.
