Shearing a 1984p struck 20% off center and for some reason looks to be elliptical ( no round) 26mm across one way and 25mm the other way .

When this was struck the planchet was not seated correctly (centered in the chamber) between the dies, when the hammer die came down the forces caused the planchet to become slightly out of round.
