IF it it was issued for circulation, but removed from circulation immediately, is a truly exceptional coin. I suspect however, that it may have come from an uncirculated mint set, made for collectors. If this is the case, then it is about what what I would expect, condition wise. MS64, whatever it's history. The incuse flag has seen some circulation, and was intended to be issued. It has normal bag marking, and some scuffing, which is indicative of wear, on Lizzy's cheek.
