This was the flip it came in. Was this optimistic thinking on the part of the guy (or gal) who sold this to me?

Not just optimistic but possibly fraudulent. Spending two minutes with PCGS photograde would clarify that this does not make good, let alone Vg-F.

I don't see a serious cleaning issue given the wear. Obverse is AG, reverse is maybe G-6. The small cut on M of AMERICA is a minor distraction. Seems like a decent filler for this scarce date.

Agree AG-03 and just a straight-out deception on the grade.

Reverse is almost better (minus the hit)than the VG-8 pic in my ANA book. The obverse is weaker than the AG-3 pic. Net at G-4

G-06 slider. The obverse may be worn, but the reverse has nice full rims, and has strong detail.
