Appears to be some amount of a raised Rim on one side at In God We Trust on the Obverse and Reverse. Would this be the beginning of a Die Cap? Die Clash at the top of the steps of the Memorial on the Reverse? Any thoughts? Thanks.

Not the correct terminology. Die caps don't "begin" they happen and the errors coins are results of a die cap.

This is Die flow where the elements are moving outward

The extra raised rim area on both sides I believe is from excessive die pressure from a tilted die
