Ugly half. Weight is within tolerances. Is there a name for this condition or is it just environmental?

Could be ED, could be a haze of dirt. You could give it an acetone soak. It's just a bullion coin anyhow so you won't hurt the value.

Definitely looks like some foreign substance on the surface of this coin--hopefully not PVC residue though. Is it kinda sticky? I agree with @marv that a soak in pure acetone might improve it.
