VF35 for me, agree you should soak it in acetone overnight.

Ouch! My head hurts from looking at it sideways..

I had to "fix" this presentation:

I have this one as the 1819/18 O-102, an R.2 variety. Strong VF, and as has been mentioned this one really needs to meet some acetone before it's destroyed forever. Shnug, Search this forum for "acetone" to learn about its' use - we discuss it very frequently - and make it so before the PVC eats away enough silver to finish the coin for good.

Nice coin! The members suggest a soak in acetone to stop or eliminate the green PVC . If it is PVC you need to soak it.
The process is explained in a number of post.
In the left hand corner is a box, "Search Coin Community."
Type in any key word ie. acetone, cleaning and start reading.

Is the Liberty and the Shield a dead give away for cleaned?

No. In fact, I'm not at all ready to call this one "cleaned," based on what I see in these images and what I know about coin photography. I see little evidence one way or another regarding surface originality aside what might be halos around the right-side stars.
