With the missing I in LIBERTY I would go with VG-10, but F-12 is not out of the question.

Better dates often get a break, so I'll say F-12 (even through I personally grade it VG-10).

PCGS graded it VF-15. In hand it looks borderline F-12 to F-15.

Quote: For sure. As I say, better dates usually get a break. This statement unfortunately probably has some truth to it. But, for any serious U.S. numismatists this is simply stupid. The coin should stand on its own regardless of date. Strictly speaking, the coin does not appear Fine in the photos.
