Ok, here goes...You can't add to an engraving, it's already flat in that spot. You could only remove an existing dog in the window.

Here's the answer: The OP's modern $20 note (with the alleged dog) depicts the north elevation of the White House. This design was only adopted in the 1990s. Older $20 notes, such as those used during FDR's time, depict the south elevation of the White House. In other words, even a hypothetical alteration made in 1945 would not appear on today's version of the $20. And, of course, no such alteration was ever made.

That's why I chose this topic for a teaser - I think many collectors don't realize the White House elevation on the $20s was flipped in the 1990s.
