There was a tree in front of those windows. Tree was removed in 1996 series.

Ok, here goes...You can't add to an engraving, it's already flat in that spot. You could only remove an existing dog in the window.

Here's the answer:

The OP's modern $20 note (with the alleged dog) depicts the north elevation of the White House. This design was only adopted in the 1990s. Older $20 notes, such as those used during FDR's time, depict the south elevation of the White House.

In other words, even a hypothetical alteration made in 1945 would not appear on today's version of the $20.

And, of course, no such alteration was ever made.
