Almost looks like two quarters stuck together, like trying to make a doubl-headed Coin... but why would the filed reverse be showing? Who knows, just thinking out loud

Ok yes this is the pic that we needed, although your pic of the coin's thickness is too blurry to read the dial. Is it thicker than normal? If so, then perhaps a second coin has been braised on top of a regular quarter and then filed/ground/sanded.

i noticed looking at some more of the pictures I took that from the obverse side looks to have rim roll or fining

It has been definitely ground down so if it is real someone has destroyed a very good error coin. A 7 gram think planchet quarter would have had a decent value.

I have seen those radial marks on the reverse made by a machine shop surface grinder.

It appears as if the overlap that you're seeking on the rim was caused by whatever method was used to grind down the reverse of the coin.

Looks like a altered coin. If they were trying to make it look like a partial collar, the area not in the collar would be wider than the coin, not reduced. The reeds would be normal in that area:

It definitely did not come out of mint that way! it has been intentionally tampered with.I think someone started to make it into a magician coin and then the project was abandoned!
