Strange, almost looks like zinc rot but can't be at that weight.

What does the reverse look like? If it is damaged, then I would expect to see a push out opposite the affected bust area. If it is normal on the reverse, then I would think about a struck by grease area. So let's see what the reverse looks like first.

It doesn't bulge out here, so it is a Struck Through Grease issue. But the damage to the plating on the rim on the reverse will not work out well for this coin in the future for this coin. ( so how did I know where to see the opposite side of that area?) Note the 'TY' on Liberty? Well the opposite of that on the reverse would be to the right of bay 2 and three.

So it could have been valuable but because of the issue with the damage on the rim it's pretty much worth a penny.

Yes worth a penny. My guess is beat up and face down in some kind of corrosive.
