Yeah. I was being facetious (A dubious or ill-timed attempt at wit or humor). I send my apology. Still, the original surface of the coin shows pretty clearly above the "T" in "UNITED."

It's either painted blue, blue sharpie, Enameled blue, plastic coated blue etc. What ever it is it was done after it left the mint. Spendable unless you just like it as a novelty. worth face value. ten cents

There was an experiment at the mint where instead of hardened and polished steel dies, blued steel dies were tried out using a German process called "ersatz". As your coin can attest, the bluing came off on some coins. What you have is an ersatz error coin...LOL

Agree, painted or enameled blue. The effect on weight would be negligible, just like plating.

At the OP if he is still here. Soak it in acetone and most likely the blue paint will come off. You have come to the forum asking people who have been living, eating, drinking coin knowledge for years. Overwhelmingly these experienced people have suggested this is paint. Glad you are here asking, now try the acetone soak and see what happen.

If you want to (sorry it would be a waste of money), you can send it to one of the "professional" coin grading companies and pay them to tell you this is some sort of paint/stain/coloring on the coin's surface.

acrylic paint/oil paint/ink/stain (you choose). It's all the same, it's PMD.

Painting a coin by store owners was a common practice years ago.They used them in coin operated machines in there stores.When they cashed out ,they could retrieve their coin.

Painted coins are also used as "tokens" in metal detecting planned/paid hunts. they are good to promote the hobby and let mewer detectorists get a feel for finding stuff.
I've participated in them and found some from previous years. (a different color)
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.

I stayed it in acetone were for over 10 min and didn't wash off. Thank you guys for the help
