F15 for me straight grade.

I'll say ANACS gave it F12. There were two reverse types for 1904-S and yours is reverse 2 "thin ribbon", less common. Reverse 3 "thick ribbon" was introduced in 1901 but curiously SF still made the 1900 type through 1905. Just a little tidbit. Definitely not a cheap coin to pick up in decent condition.

I'm going with F12. Since OP says it's dirt, leads me to believe the holder doesn't say ED, so ANACS probably went with cleaned. Though it does look like there is ED.

F15, maybe an old cleaning. As a semi-key it likely gets into a straight grade holder. If the obverse dirt doesn't come off with acetone, leave it alone.
If there is in fact pitting or other issues under the dirt, then it's a details-ED coin.

ANACS gave this a straight grade F-12. It might have an old cleaning, and the substance on the obverse is partially raised above the surface. It doesn't appear to be corrosion, but grease or grime is a possibility. There are also scratches above ONE on the reverse. So, I decided to return it, unfortunately.

Depends on the price and your goals I guess. Lots of Barber dimes look like this but not that many 1904-S come up.

 w/coinfrog it wouldnt grade straight at PCGS or NGC. the vertical scratches up and downs the bust is enough to detail it. I think ANACS netted it down a grade rather that detail it.
