That's a neat looking error. Perhaps whatever was "struck through" also prevented a full collar deployment.

With a defective planchet, would that mean that some of the copper is missing, thus preventing a fully formed planchet? But this coin has a normal weight.

With defective planchets we usually see corresponding sides of the coin affected by the defect. The sides opposite both of these features appear unaffected. edit: Good point about the weight Dearborn.. Struck through debris with the debris preventing full collar deployment resulting in the partial collar error.
Notice how the partial collar error ends at the same location the struck through occurred in photo # 7.
