Just a guess, but the style of writting looks Korean. I don't believe it's a coin but a token of some kind.

1981 was a Year of the Rooster, by the Chinese zodiac signs. I assume it's got something to do with that.

I just saw a very similar item to this the other day, when someone showed me their Japanese mint set for 1981; it had (besides the set of five coins) a small, brass/bronze hexagonal medal with a rooster on it.
I suspect this is a similar mint medal, from a Chinese or Taiwanese mint set.

I am quite sure it's Chinese medal not Taiwanese nor Korean or Japanese - the old form of writing only exists in Chinese literature.

Y'know, I have two of these medals. They've always mystified me, and to see one pop up here is amazing. Upon having found them, I've got the 1981 rooster, and then a 1982 dog. It's nice to know that they are probably mint medals. I'd just always assumed they were from a Zodiac set.
