Looks like a normal mint mark to me. Check other examples for that year? It may just be a damaged punch making the areas in question. An older publication lists a few RPMs and the same area in question on your coin is present on all of them, but shows a second repunching.

I am seeing what appears to be an S turned on its side under the primary S. The second MM is directly underneath the primary one...?
