Hi there can anyone identify this please, I dont know if its a medal or token or even a paperweight. its quite large with approx 65mm diameter. I would be grateful if anyone can give me some info.

The language is Arabic. And I believe that the two innermost words (directly below the tablet) translate to "University of Qatar". I assume it's a plaque or medal from that institution, or some department thereof.
