You guys are kinda tough on this one. I don't see any nicks, or luster breaks of any kind. What would be the factors lowering the grade?

Proof? Can't tell for sure, the fields sure are looking like one, not so sure on the rims, they don't have the sharp edge to them, but the denticles have a proof look.
So either way PR or MS I'll say 65 and a 65* won't surprise me either. Only the little carbon spotting is holding it back.

My first impression was MS-64 RB. The obverse fields and cheek and reverse have a few marks and some that could potentially be marks. The carbon spot on the reverse is located in a prime focal area. It might have graded MS-65 RB and if it did I probably put a little too much weigh into what could potentially be marks. The rest of the coin does have the feel of a gem.

I'm most likely wrong on this but the reason I said 60RB, is because it looks like there is a some wear at around 8 o'clock on the wreath.
