Old NGC holder? I would say 64.

The photo looks MS 64 but MS 65 would not surprise me.

Slight blue toning at top of obverse or bottom of reverse, golden the rest of the way around is very common with those holders. If it was an old ANACS holder, it would be more toned, usually. PCGS holders are the most inert of the old holders by a mile.

MS64 hey may have graded it 65Really nice eye appeal. The even toning around the rims is very nice. I call it MS64. They probably went 65
