Don't know if the lower band of liberty and hair right below it is wear or weak strike.
Rest of coin a real beauty . AU-58+++ OR MS-63 .

I thought the same. I went and scoured the auction archives for MS63/64 online and found a few with questionable strikes. My gut is this is an MS63. I am sending it in for what I hope will be a righteous outcome in a slab.

I think it could well make 64, possibly even RD (very difficult to tell from pic). Nice coin!
