I have this 1899 Indian Head cent that has a small blob of metal at the tip of the second feather from the bottom of the headdress.

What is the cause of this? Was it an issue with the die?

I don't recall seeing something like this before on an Indian Head.

Thanks in advance to any insights.

Appears to be a die chip.

This die chip is recognized as one of several possible Snow varieties. You should check for a repunched date as that will determine the exact Snow number.

Thanks for the responses about the die chip.

I don't have access to Snow (I did check out an online site), but I can't tell if there's any doubling of the date anywhere.
