Surely this coin, with lots of crud and no luster, cannot be considered AU!

Was, and still is, XF-45. Not enough separation of the ribbon from the hair line to warrant a full AU grade, and there is no visible luster.

Rick Snow would have probably given it a XF40, and NGC probably gave it AU50.

These are not really my thing but the few IHC I have owned over the years I've found that these In low to mid AU don't have a ton of luster remaining and what you would expect to see would be tough to do so from a photo on a AU50 -53 coin ..
With this being a rare date I'd say NGC had it in the AU 50-53 range ..

EF40-45

Probably underestimating grade-inflation though. I was still collecting junk as a teenager in 2002 and didn't even know that grading companies existed since my LCS sold everything raw (probably greatly to their financial advantage).
