Certainly a stater or shekel with Melkart riding hippocamp obverse. Reverse is unclear to me and may be overstruck. Tarsos? Tyre?

With a rotation in Photoshop, I see that it is a shekel of Tyre, Phoenicia, fourth century BC. As I stated above, the obverse is Melkart riding a hippocamp. The reverse is an owl standing right, crook and flail diagonally in background.
