So the picture doesn't show it but appears to be satin or something goung on ...let me know what you guys think

What part of the minting process could explain this?

Other than perhaps a small area or two of grease fill, no other part of minting could explain this poor beat up Jeff.

Which means that whatever caused it isn't an error.

To me it looks like a damage caused by a corrosive substance like Acid!
