@TBR, we oftentimes see coins that were glued together and then separated subsequently. This leaves a partial, backwards inscription on one or both coins, depending which coin keeps the glue. I can't tell 100% from your pics if there is an extra layer on the surface, but if there is then that is what you've got. Soaking in water and/or acetone and then picking at it with a toothpick could remove this.
