Well, it feels kind of silly giving my very novice grading opinion to such a seasoned numismatist as yourself. But I think I will post a guess because I'll be the first one in this thread to do so and so I'll be able to give a non-biased estimate and be able to gauge where I stand when I grade.
That is a nice looking quarter. MS-68

MS-67? The only defect I can see besides some contact marks is a small oval spot near Washington's mouth, but I can't tell if that is on the coin itself or on the slab.

That oval is probably on the slab, it moves from one picture to the other. Check it out. Really Nice Coin!!

The problem here is that this date comes very nice and tends to get held to a higher standard.
The strike is fairly good even for the date. There's a little weakness in LIBERTY. They probably slammed it (MS-65) for the two small gouges on the chin and the light scatch above the nose. Even an MS-64 wouldn't be extremely surprising since you're upset about the grade.
If it were another date it might easily have gone MS-66 and even 67 would be a long shot.
Time don't fly, it bounds and leaps.

With the time, research, and experience I have done with grading I would have to agree with cladking. MS-64 or MS-65. Like cladking said if it were another date prob grade higher. Beautiful coin nevertheless. What I would do is, if it were my coin, I would hold onto to it and possibly have it regraded in a few years. Again that depends on whether you had it graded for your own collection or graded to sell.

Cladking said it right, for some reason 1996 was a banner year for minting these coins. I'm gonna guess you thought you had a top pop of -68 and wanted to sell to the registry crowd. Instead it came back a pedestrian -67.

Thanks everyone. I was told by another dealer that the 96-D was a tough coin. Well, here we go.....PCGS MS65. I was hoping for at least a 66. It is very nice in hand though.
