What you are seeing is split plating causing the devises to appear doubled, extremely common on zinc cents.

Actually die deterioration shows on the devices towards the rim direction. On the tops of the Memorial, that area is showing die polishing as the bust leaves strong clash lines on that area on the top of the roof. As Jim mentioned the split plating on the outside edges of the building is another area to show split plating. IS the the correct color of your coin?
