Thanks one_fine_dime! IMO PCGS dropped the ball on this one. They have been very strict on cleaning as of late. NGC has been on color as well.

Like Steelers, I think the halos around the stars indicate an old cleaning, so I don't "disagree" with the PCGS grade. However, I've definitely seen worse in straight-graded holders so it's worth a shot.
That being said, NGC has been awfully strict with cleanings as of late, so I wouldn't get your hopes up.

If its surfaces look like the picture and it has its natural luster left, I don't see "cleaning" either. And, simply being dipped would not normally make it so that it couldn't be graded and market acceptable. However, you can improperly dip a coin where the luster is stripped and then THAT is not market acceptable. I actually have such a coin that basically has MS details but the luster was stripped.

That sounds reasonable. There is luster, but almost none, which would normally be odd for a high grade like this. Imp Dip and natural toning sound right.

My guess is it originally had that streaky toning and was overdipped and then retoned naturally over time.

So PCGS says it was cleaned. Was it? It still just a person looking at a coin and forming an opinion. Yes, a very skilled person but still a person with an opinion so there's no 100% certainty.

I love these high eye appeal details coins because you can buy them cheap, crack them and they look great in an album and it's back to who's to say it's cleaned or not cleaned.
