That is a 5, so 1951. If it was a number 3, then the bottom of this digit would be roughly level with the bottom of the number 1. Also, with this level of circulation wear, it is pretty hard to know if this coin was struck through or not.

Looks different than just wear. IGWT and EPU much sharper than the rest of the coin. Any other thoughts?
