I'd say F-15, and it looks genuine to me. That's a pretty high value coin even in that condition.

Looks to have been cleaned but might get a straight grade. I'd guess VF-20 detail and F-15 on the holder if it did grade problem-free.
Scarce and desirable coin, with a retail value around $15,000 in F-15.
Certification would be mandatory IMO if you want to sell.

I think it makes VF20 if barely. And yes, it requires certification.
