No. That is Die Deterioration Doubling. RPMs stopped after 1989. Since 1990 the mintmarks are part of the design of the die. You can have a doubled mintmark after 1990, but they are called a DDO:

But your coin was struck with an aging die. Note the fields? Do you see the die flow lines. That is showing the die is aging. Note the die flow between the tops of the devices and the rim? Part of the same issue. Not a premium for this. The real treasure is knowing what it is, and what causes it. Now you can move onto the next coin with this knowledge going forward.
