This 1988 D Lincoln Cent has bubbling almost all over the entire surface. Could someone please tell me what this is and perhaps how it could be caused. Thank you.

That is a plating issue. Zinc dust gets trapped between the copper plating and the zinc core.

Is this a common occurrence? I am assuming this would also be considered a damaged coin as well correct?

Very common, sometimes worse than others:

They discovered a few later, that the issue was zinc dust that was plated on to the zinc planchets. Not a good thing for the coin.

wow those are rough. Since I have begun by hunt for errors it has been invaluable to know what is an error or just damage that is very common. Thank you all for the great content.
