Not sure what's going on with this coin?

Looks like the Obverse had been painted/ plated and is starting to wear off.
No matter what it is, it is considered damage as it didn't happen during the striking of the coin.
No need to weigh as it won't make any difference.

Agree--likely painted or marked with a silver marker (now wearing off). Not a mint error.

Well I took a toothpick to it and it rubs off :(.
I have come across a bunch of plated coins but this one looked so much different I got distracted and forgot to toothpick it.
