Looks like the zinc core showing through where the rim has been abrasively scraped.

Looks like circulation flattening to me. The silver colour is exposed zinc from either having been scraped or from just extreme circulation mishandling. Not a mint error, just post mint damage however created.

Emergent dryer coin--most pronounced in 2nd photo. Exposed zinc core explains the 'silver' look.

Damaged coin. Just a spender. Any damage void/reduces any premium for a coin. They are just cull coins with even a single scratch on the coin and could reduce the value as much as 90 percent if it were a premium coin. This one is just a spender:
