It is not legitim penny. Take the weight also. In 1955 at San Francisco do not strike steel or other magnetic coins. Your design it is not what was use for the wheat cents.

It appears to be in some type of holder. Is it labeled? Some type of novelty coin maybe?

If the plating is thick enough, it can have a magnetic attraction strong enough to hold the coin in place on a magnet. This is considered PMD, and no premium associated with damage like this. The coin has a chip on the Rim Above liberty showing steel Planchette..and gold is non magnetic

Only silver is slightly magnetic

Most likely a layer of nickel under the gold, plating is usually done with layers of different metal, nickel is ferromagnetic. The silver color you are seeing in the chip would be the nickel.

it's "gold tone plated" not gold plated and this is why it's magnetic, same type of plating they use to make the gold toned rims for cars.
Just a guess and an opinion, but probably a plating business's sample piece, and it's probably titanium nitride or some other similar material, and a magnetic layer underneath.

Probably plated first with Nickel or chrome plating. It will show a slightly magnetic attraction. Not like a steel cent that jumps toward a magnet.
