I have a 1962 Lincoln penny that weighs 3.16 g does that mean that it's plated?

No. First thought is double check your scale. Second though is a rolled thick planchet.Mint tolerance is +/- .13 grams. Normal weight is 3.11 grams.

It is well within the accepted tolerance.
Doesn't appear to be plated.

The weight is within the mint's tolerance and should be perfectly normal. It doesn't appear to be plated.

Save this image for your personal files to refer to when wieght/tolerance is considered. Easier to save it now, than having you kick yourself later for not saving it and you have to stand befor the 'Machine."

When you try to find it again, will often take a lot of time. Better to be the peddler, than the victim of the machine.
