Maybe my eyes are tired, but the pics seem hazy. From the close up posted by @mc, I agree this most looks like a circulation hit rather than doubling. A nice clear close-up pic would help to confirm though.

Incuse marks on a coin are post strike damage 99% of the time. Only 1% are mint errors. This is not one of them.
