Yes that missing rim is similar to what we see with Encased Cents, but I'm struggling to think why someone would do that to a cent from 2016. In any case, that is damage rather than a mint error.

Or altered on a sidewalk. Post Strike Damage is damage to a coin, regardless of what caused it.
