1970 S LMC RPM And Machine Doubling

Below is a 1970 S. Curious about your thoughts on the MM? Looks like a RPM to me. I know MM's are all hand punched in the 1970's even though this is reminiscent of Machine Doubling.
The date looks like Machine Doubling.

I believe we're looking at Machine Doubling in the date and mint mark.

@nyi, I think you have correctly diagnosed the MD on the date, but I agree with @ijn that the mintmark also has MD. This is because there are no RPMs listed for 1978-S cents (link below) and the doubling is the same width and direction in both places.

except that this coin is a '70 not a '78..
but I agree that this is MD on both the date and MM, however, there is an RPM that comes close to this one - not exactly though:

I don't know, but I would guess just before being put into service. That way they would be sure that a D wouldn't be sent to the wrong branch of the mint.

If the mint mark is done, by hand, after the device is struck how can it be "machine" doubled?

The coin does not have the mm added to it, it is punched into each die, at least through 1989 and then they were on the master die, from 1990 to present.
