What is this called, the words states of just kinda slides right off the coin. I've looked for scratch marks indicating someone tried to remove the words but none are found. Also is this AM normal , Cole, or wide? Thanks again guys

Very well documented issue on the entire Memorial cent series caused by material retreating into the base of the bust directly opposite STATES OF during the strike. Not really an error since it's just a product of the way the coin was designed that the planchet produces insufficient pressure on this area of the reverse during the strike.

Here are a few topic on the CoopHome Page you might enjoy:
Can grease prevent a full strike? yes. it leaves missing areas of design, prevents tops of devices, making the devices look wider

@coop this is not a Greaser. It's caused by uneven pressure due to the devices being opposite the largest incuse area of the obverse die (the base of the bust) as I explained.

Also, to answer the question about the AM, "normal" and "close" are the same thing for this year. This is a Close AM, the standard reverse in 1999.
