Last night, I reached 250 posts, so this is a good time for my first contest. I have always enjoyed trying to figure out ciphers and puzzles, so my first contest is going to be a cipher. I will start with three hints, and will add another hint every day or every other day or so. To win, all you have to do is post the translation. The winner will receive One, One Ounce Silver Bullion Round.

1. The "periods" and "commas" are NOT part of the cipher, they are the actual punctuation. The spaces are also NOT part of the cipher, there may be one, two, three or more spaces between words to make them easier to read
2. Upper and lower case make no difference.
3. The paragraph does involve economics.

11. The top row of the cipher (outside the box) AND the first row of the cipher (inside the box) are IDENTICAL. Then the rest of the rows are opposite of the example on the website. (Extra Tip posted 3/9/09, 8:31 AM MST)

Is this a straightforward, substution type of cipher or can it be a mixture of substitution and transposition? Interesting idea!

When you say upper and lower case make no difference, do you mean the number 7 for example and the symbol it types if you shift and press 7 are also the same?

The only reason I ask is that different countries keyboards are laid out differently.

polyalphabetic cipher with ciphertext substitution encoding, i'd need to figure out the key.

When I refer to "upper case/lower case", it is only referring to the first letter of the first word of a sentence being an upper case alphabetic letter. There are no proper names, so nothing else is capitalized. I hope this is fun.

There are more than 26 characters in your sentence above! In fact there are more than 36, so there must be some letters represented by more than one code symbol. This is crazy hard without some hints.

I think I have it!

Faced with dwindling mail volume and rising costs, the post office was $2.8 billion in the red last year. Congress could consider a bailout package but the Post Office would probably just lose it.

Just kidding, this kind of puzzle is way over my head but thanks for the contest and congrats on 250 quality posts!

Another hint will be posted in the morning. Yes, unless you have an IQ over 200 and extensive training in decoding, it is nigh impossible to decipher right now. But by the ninth or tenth hint, some folks will start to put it together. Mycrob is doing the very first step needed to start the decipher, nice job. Jedichef has correctly labeled the type of cipher, good job. As a small hint now, every character in the cipher does represent a LETTER.
