During the strike there are only three dies. Obverse, reverse and the collar. The collar can be plain, have devices or show reeds. As mentioned a chip off the die, will leave a void on the die. This void is filled with planchet metal, showing a raised area (chip) on the coin. So this is a die event. (reverse)
