Is this a RPM and is the date repunched as well or maybe doubled the digits look really thick .. any thoughts ?

Machine Doubling on both the digits and the mintmark. The overall size of the Date is a large date. But what you are looking at is the outside edges where on the date, to the right would be die wear, and on the left Machine Doubling. Not a plus for this coin.
