Machine Doubling is what your are seeing. Note the devices are reduced by the MD. On a doubled die the devices will be rounded, not flat On a DDR on a quarter the devices will show enlarged devices: Note the wider devices on the lower image. That is what enlarged devices look like. The top image is showing a normal coin.
