I think what you have here is an environmentally damaged quarter. It looks like it may have been buried for a time.

Definitely not an annealing error. If it was such an error, the appearance would be exactly the same on both sides.

Yes, post-strike damage. I've seen similar on clad coins found in a pond and a poorly maintained fountain.

Well the conventional wisdom is apparently that this is environmental, PMD etc and I'm willing to accept that, with greatest gratitude. But please compare it to a "normal" specimen of this River of No Return Wilderness quarter I happen to have in my collection (pictured) and tell me how the full intense copper color on the surface happened and how such a radical change occurred in the brief period since 2019?

It was either buried or exposed to some kind of contaminant. Not at all unusual, I metal detect and find coins like it all the time.

your coin looks just like some of my quarters. now mind has never been out in the enviroment. this is that new coating makes your coin look rusted. why they used it on the quarters

if you see a roll of quarters they look brass to gold appearance. Don't open them take back. you open them watch them see how long it takes. it will be no time they will look like they are rusted.
