It appears to be just glue or something like that. That is why the area underneath isn't toned, the glue kept the air from the surface of the coin.

Soak the coin in 100% acetone to avoid physical damage.

I soaked it for 5 minutes in Acetone and the [glue] is all gone. Couple of picks of the cleaned coin. Kinda cool looking now. Thanks for your help!!

Thx for following up with those "after" pics. The glue has protected the copper from oxidizing.

Agreed it's simply a spender now.

Bummer I missed this topic from the beginning. I love the way the glue 'preserved' the center of the coin while the outer area toned out so heavily.
