AFAIK this style of the surface grain suggests a charm piece, i.e. a later imitation for good luck purposes.
That said, to the best of my knowledge the real ones aren't worth a lot either; being a very low denomination intended to circulate in a huge country, they had mintages in the hundreds of millions.
EDIT: this specific type might be a little scarcer if the date range is correct, but even in that case it probably wouldn't have been worth much.
