Up until last week, I would have bet the farm that in 1958 the Philippine Islands did not issue any proof coins.
However, I am submitting these photos, from a recent purchase, for any comments or opinions.
It is difficult to determine whether the coins are proof or not because of the old and foggy vinyl around the coins. But the main issue is did they ever make a proof set at all.

I think that you should take them out of the vinyl (carefully) and put them in flips in a dry place. I see the staples rusting indicating that it has been stored too long in a damp place.

Oh, and the package and information is quite interesting and informative.

Interesting find.

All of the 1958 Philippine mint sets I've seen have the black ink printed word "PROOF COINS" over-stamped with "UNCIRCULATED" in red ink. Red ink has a tendency to fade out over time. I suspect this is what happened to your set as your envelop and coin mount is in pretty rough shape.

Popping the coins out of the holder set should confirm that they probably are Uncs and not proofs.

They sure don't look proof in the photos.

Not my area but did some digging out of curiosity. Here's a picture of packaging in good condition also with no "UNCIRCULATED" stamping over "PROOF". Saw at least one other...

The coins clearly look normal business strike. Guessing they missed some certificates or started stamping that after some already left.

Inordinately fascinated by bits of metal with strange markings and figures
